County waiting on more information on cannabis legislation

Government rules and policies yet to come have left the municipality with more questions than answers on coming cannabis legalization Oct. 17.

Council, at Thursday’s Committee of the Whole meeting, requested municipal staff provide a report on cannabis and retail sales outlets along with information about an “opt out” opportunity.

The Ontario government announced last month it will first allow sales through the government-run Ontario Cannibis Store, then in April, sales through private, legal storefronts – though details on rules are still being worked out.

Councillor Gord Fox was one of several councillors who participated in a session on cannabis at this summer’s Association of Municipalities of Ontario conference.

“The municipality will be impacted by such things as licencing, building inspection, bylaw enforcement, public health enforcement and education, property standards, zoning issues, paramedic services, police and our provincial offences courts,” said Fox. “And all of the things that go with that. In consultation with the clerk, and Todd Davis, who is taking the lead on this, that our staff are certainly aware of the pending legislation and are gathering information as it is released.”

The municipality has taken some action – updating its smoking bylaw and the fire department’s procedures to deal with illegal grow ops.

Councillor Janice Maynard, noted that some of the presentation at AMO was what potentially may be involved.

“There were really no concrete answers but the message was clear that we do have time and that most municipalities will be looking at this in the new term of council. Staff will have time to prepare,” she said.

She recommended councillors view the videos available from the conference at the AMO’s website
