134-room hotel, spa, winery and restaurant recommended for approval

Thirty-eight accommodation buildings within a proposed new development for a year-round commercial resort at a Hillier winery will be considered by council at next Wednesday’s planning and development committee meeting.

A late hour decision was made to re-schedule the Jan. 21 meeting due to inclement weather conditions, to Wednesday, Jan. 28 (then again to Feb. 4).

If the application for draft plan of (vacant land) condominium for Blocknote Canada Inc. (operating as Redtail Winery) is approved, it will bring 134 bedrooms within 32 hotel buildings and six multi-units villas, as part of a larger resort complex.

Under a two-step process, details of the proposed planning application came before council at a first statutory (overview) meeting held April 16, 2025 intended as information-gathering only. Click here to read about that meeting. 

The statutory public meeting Jan. 28 would be the second part of the two-step process, with a report and recommendation for approval by the planning department for council’s discussion and decision.

The 57-hectare property, located at 19538 Loyalist Parkway in Hillier, borders the Loyalist Parkway (County Road 33) near Consecon.

The proposed development, Redtail East Hotel and Nordic Spa, would include a fine-dining restaurant, an estate winery, wine production facility and wine tasting room, hotel reception and lobby, retail and venue space, staff and meeting rooms, maintenance buildings, and two parking lots with 309 parking spaces.

Outdoor recreation amenities and facilities would also form part of the development, proposed to include basketball and tennis courts, swimming pools, spa buildings and facilities (saunas, warm pools, cold plunge pools, a whirlpool and steam room).

The various five business operations that would make up the site (hotel, restaurant, vineyard, winery and spa) would each be owned and operated by different companies, which operate under separate ownership, with common areas to be shared among these uses.

    How about increased environmental damage, infrastructure costs, maintenance and roads service and congestion? Yeah, that stuff – guess who pays for it while developers and private business profit? Do we really need another?

    Beats the Hell out of another whole-home STA but, hopefully isn’t in a situation to cause problems for their neighbours.
