Segments of Salem and Victoria roads returning to gravel

The County is addressing immediate risks on Salem Road and Victoria Road by temporarily returning the worst sections to gravel.
Staff considered options for repairing the roads and given the current conditions and the severity of the road deterioration, the most viable option was to temporarily return sections back to gravel. This will help the municipality to meet the minimum maintenance standards set out in provincial legislation.
Segments of Salem Road totaling five kilometres from 1608 Salem Road to County Road 2 will undergo this work beginning Monday, June 9 (weather permitting). On the identified segments, the existing road surface will be pulverized, graded, and compacted, followed by a layer of granular material. The road will be maintained by grading.
In addition, segments of Victoria Road totaling two kilometres between County Road 23 and Badgley Road will return to gravel temporarily. On the identified segments, the existing road surface will be pulverized, graded, and compacted, followed by a layer of granular material. The roads will be maintained by grading. Work on Victoria Road will begin Tuesday, June 10 or Wednesday, June 11, weather permitting.
The return to gravel is a temporary response to the deteriorated road conditions.
Staff will propose to council during the 2026 budget that the affected road segments receive a double surface treatment (DST) in 2026. Staff will review and reprioritize the 2026 DST list that is part of the Five-Year Road Program and also present this information for Council’s consideration during the 2026 budget deliberations.
