Council approves contract for phase three of Picton Main construction

A $10,448,966 contract for phase three of the Picton Main Street construction has been awarded to R.W. Tomlinson Limited – for work from 454 County Road 49, to Folkard Lane. The contractor is the same as for phases one and two.

This phase of construction was approved in the 2024 capital budget and is the last phase of a multi-year project to service the east Picton area, including underground infrastructure being increased in size to accommodate flows from the new long-term care home, and various proposed developments along this portion of roadway.

Detailed design services for phase three were awarded to the engineering consulting firm Jp2g Consultants Inc. (formerly Greer Galloway). Once the detailed design phase was completed, a Request for Tender (RFT) was issued with a closing date of June 20, 2025. Upon closing, seven bids were received. Tomlinson’s was the second lowest bidder and the amount was within the allocated budget for the project. The highest came in at more than $11.8 million.

The first phase of Picton Main Street, from Bridge Street to Spencer Street was tendered and constructed in 2022, with the second phase, from Johnson Street to 250m east of Spencer Street being constructed over 2023 and 2024.

Construction of the Picton Main Street sanitary pump station began in 2024 and is nearing completion, currently going through the commissioning process. Phase three of work on
Picton Main Street will transfer flows from the old sanitary pump station into this newly-commissioned pump station.
