Council to consider switching 1,515 streetlights to LED

Council will consider a proposal to convert all 1,515 County streetlights to LED – in a bid for long-term energy and money savings.

In a report to Thursday’s Committee of the Whole meeting, Emily Cowan, the municipality’s Grants and Special Projects Co-ordinator, proposes council engage with RealTerm Energy at at cost of up to $848,417, through an Ontario Infrastructure loan up to over 10 years.

She states the proposal projects 73 per cent savings in annual energy and maintenance costs which could save the municipality more than $1,700,000 over 10 years, including the finance payments.

“Staff is recommending a rather large purchase at a time when County departments are looking to find efficiencies within their budgets,” states Cowan. “Financial benefits will be experienced as immediately as the first year when the proposal projects $142,105 savings in energy and maintenance costs. By year five of the proposed financing period, the municipality will have seen the original output amount achieved in cost savings.”

RealTerm Energy works with Local Authority Services (LAS), which is the not-for-profit service arm of the Association of Municipalities of Ontario. LAS has selected Cree Canada as its manufacturing partner and more than 170 municipalities have chosen the partnership to upgrade streetlight networks.

The County obtained conditional pre-approval of an incentive payment from Hydro in 2016 when the project was first considered.

Cowan states the County’s current streetlights have an annual energy consumption in kilowatt hours of 1,112,832. The projected LED energy consumption is 297,363 kilowatt hours.

The decision comes to council Feb. 18.

    Two of these lights have been installed on Gladstone Ave. in Picton. Drive by at night and check out the hideous quality of light they provide! I can’t believe that the entire county is going to be subjected to this torture of horrible lights. They are serviceable at the roundabout and non-residential areas, but to bathe entire streetscapes with this amount of blue-green light would be aesthetic folly. Surely we can do better than this!
