Wellington Main to reopen June 1; construction update

The section of Wellington Main Street between the water and wastewater treatment plants, and Cleminson Street, is slated to reopen officially Sunday, June 1.

The municipality reports crews are currently laying the asphalt base before the road reopens. Later this summer, a second layer of asphalt will be applied to this section of Wellington Main when the temperatures are warm enough to allow the product to set correctly. One lane will remain open at all times during the asphalt installation, with traffic controlled by flaggers.

Base asphalt is also being installed on Belleville Street between Niles Street, and just north of the Wellington and District Community Centre.

The municipality and its contractor on the Wellington trunk watermain and sanitary sewer project moved to accelerated construction in March to ensure the road reopened before the busy summer season.

The additional cost associated with the accelerated construction is covered by the contingency built into the project budget approved by council. Current project expenditures are within the council-approved budget.

Work on Cleminson Street

Work on the Wellington trunk watermain and sanitary sewer project continues on Cleminson Street.

Installation of the sanitary trunk on Cleminson Street is now complete. Installation of the water trunk on Cleminson Street is to be completed within two to three weeks, weather dependent.

One lane of Cleminson Street is to remain open to traffic at all times. Businesses on Cleminson Street remain open during the construction.

Millennium Trail update

The section of Millennium Trail between Cleminson and Consecon streets is the next phase of construction, which is slated to begin once the watermain installation is completed on Cleminson Street. Work on this section of the trail is expected to take weeks to complete. Once the trunk main installation is complete, this section of the trail will reopen..

The section of Millennium Trail between Belleville Street and Consecon Street is expected to be closed for the construction season, until late Fall 2025. The section of the trail will remain closed as the municipality is installing both the trunk main and the sanitary pumping station.

Pedestrians and cyclists are advised to detour around the trail closure using Belleville, Niles, West, Wellington Main and Cleminson streets. Pedestrians and cyclists are asked to use caution while travelling on Cleminson as crews continue to work in that area.

The municipality is working to install additional signage along the detour route to help guide trail users. These signs are to be installed in the coming weeks.

The section of the Millennium Trail between Cleminson Street and Wellington on the Lake is expected to reopen in June when the Wellington Main Street road closure ends. The section is currently closed to allow emergency services to access the residents that are located on the west side of the Wellington Main Street road closure.

Restoration of Millennium Trail between Cleminson and Belleville Street

Tree and brush removal has occurred on the Millennium Trail between Cleminson Street and Belleville Street. Removal for the full extent of the trail boundaries was required for infrastructure work to take place. Approximately 200 trees are to be replanted as per the Tree Management and Preservation Policy.

The municipality’s policy has a goal of no net loss of trees due to project work. All trees that meet the requirement of the municipal policy will be replanted in consultation with the Director of Operations, who administers the policy, as well as Environmental Services and Sustainability staff members. The restoration plan is to be shared with the public once it is finalized.

The costs for replanting and maintaining new trees is included in the budget for the Wellington trunk watermain and sanitary sewer project. Planting may occur this fall or spring 2026, depending on the weather conditions.

Once construction is complete, the trail is to be resurfaced to its previous condition, with funding coming from the project budget for this work.

Restoration of Millennium Trail between Cleminson and Wellington on the Lake

The Millennium Trail between Cleminson Street and Wellington on the Lake has been used for emergency access while Wellington Main Street was closed. Tree and brush removal was required on this section of the trail to allow emergency vehicles to safely pass.

This section of the Millennium Trail is to be restored. Because this closure was outside the scope of the Wellington trunk watermain and sanitary sewer project, the restoration work is to be coordinated between Operations and the project team.
