SIU clears PEC OPP officer of any criminal wrongdoing

NOV. 21: The Special Investigations Unit (SIU) has determined there are no reasonable grounds to believe Prince Edward County OPP officer committed a criminal offence in connection with an incident in July.

The SIU made the announcement yesterday in its conclusion of the investigation.

The report states that in the morning of July 23, 2023, the OPP received a call informing them that a man, having fired a number of shots on his property from a rifle, had told the caller to contact the OPP, indicating he would be waiting for them outside.

Officers were dispatched to the Picton residence in the area of County Road 5 and County Road 6 and established a perimeter around the residence.

When the man made his way on foot down this driveway towards the road, while holding a rifle, he was struck and felled by multiple Anti-Riot Weapon ENfield (ARWEN) rounds. He was then bit in the neck by a police dog. The man was handcuffed, and then taken to hospital where he was assessed under the Mental Health Act. The dog bite wounds were superficial.

The SIU is an independent government agency that investigates the conduct of officials (police officers as well as special constables and peace officers) that may have resulted in death, serious injury, sexual assault or the discharge of a firearm at a person. All investigations are conducted by SIU investigators who are civilians.

One person in custody following call about gun shots

JULY 23: OPP East Region report one person is in custody following a call about gun shots at a residence in Picton.

Around 10:15 a.m., Sunday, Prince Edward OPP responded to the call with the Tactics and Rescue Unit and Canine. Police stated there were no public safety concerns.

OPP East Region reports the ARWEN was utilized and one person was arrested. (The Anti Riot Weapon ENfield (ARWEN) launcher fires 37 mm non-lethal rounds (foam or wooden or tear gas payload) designed for riot control.)

The Special Investigations Unit Ontario was notified and invoked its mandate. The SIU is a civilian law enforcement agency, independent of the police, that conducts criminal investigations into circumstances involving police and civilians. The SIU investigates actions resulting in serious injury, death, the discharge of a firearm at a person or an allegation of sexual assault.
