Bloomfield Main mostly complete ahead of schedule

UPDATE JUNE 9: Most of the work on the Bloomfield Main Street rehabilitation project is now complete, ahead of the mid-June schedule.

Over the last week, the contractor completed concrete decorative boulevards in downtown area and completed line painting.

For the week of June 5-11, the following work is go take place:

  • Landscaping restoration
  • Interior parging of maintenance hole structures

As construction is now nearing completion, the contractor will be removing signage, traffic control, and other equipment.

 

UPDATE MAY 29: Weekly Bloomfield Main Street rehabilitation report: May 29 – June 4
Asphalt paving is now complete on Bloomfield Main Street from Corey Street to Wellington Street.

The project is ahead of schedule with work slated to be completed by early June 2026.

Additional work over the last week included:

West end boulevards were paved with new asphalt.
Maintenance hole lids were adjusted.
Removal of asphalt boulevard in downtown area began.

The following work is scheduled to take place from June 1 – 5:

Completion of concrete decorative boulevards in downtown area
Completion of line painting
Completion of landscaping restoration

Base coarse asphalt paving on Bloomfield Main Street from Corey Street to Wellington Street began Thursday, May 21.

The contractor the team will attempt to complete the paving in one day. However, paving may continue during the morning on Friday, May 22.

During the paving operation, motorists should plan for significant delays, including extended wait times and intermittent stoppages similar to those experienced during recent milling operations.

Allow extra travel time or consider alternate routes where feasible. Substantial traffic delays are anticipated.

All businesses remain open during the paving with pedestrian access maintained.

Top coarse asphalt paving is expected to occur late next week or the first week of June.

UPDATE: Bloomfield Main Street project enters week eight

The County is rehabilitating Bloomfield Main Street from Corey to Wellington streets, and is providing the following project updates from the past week:

On Friday May 15, The Water and Wastewater Department conducted an emergency water service repair on Bloomfield Main at Duncan Street. Repairs were expected to be complete by 9 p.m.

Concrete curb and sidewalk panel reinstatement continued.
The contractor completed milling and removal of the existing asphalt surface.
Fine grading of the road surface occurred. The contractor will continue to monitor the road to control dust and potholes throughout the long weekend.

Significant traffic delays were experienced by motorists during the milling operations. The contractor minimized the size of the active work zone wherever possible to reduce impacts to the travelling public; however, due to the high volume of traffic, extended vehicle queue lengths and wait times were unavoidable.

The project remains on schedule with work slated to be completed by mid-June 2026.

The following work is scheduled to take place from May 19 – 22:

Fine grading and concrete curb reinstatement to be completed.
Concrete sidewalk panel reinstatement to continue.
Roadway to be paved with base coarse asphalt.
Base coarse asphalt paving is expected to take approximately 1–2 days to complete. During this time, vehicle queue lengths and wait times are expected to be significant and similar to those experienced during the milling operations last week. Once the exact paving schedule is confirmed, a public service announcement (PSA) will be issued advising motorists to avoid Bloomfield Main Street where possible, as substantial traffic delays are anticipated. UPDATE: Bloomfield Main Street project enters week seven

The County of Prince Edward is rehabilitating Bloomfield Main Street from Corey to Wellington streets, and provides the following project updates from the past week:

Portions of concrete curb and sidewalk panels were reinstated. Delays due to rain pushed the completion of this work into early next week.

The project remains on schedule with work slated to be completed by mid-June 2026.

The following work is scheduled to take place from May 11 – 15:

Remaining concrete curb and sidewalk panels will be reinstated.
Milling of the existing asphalt surface will be completed. A specialized machine will remove the existing layer of asphalt. Noise levels will be elevated during this work. One lane of traffic will remain open at all times.
After the milling is complete, fine grading will occur. The contractor will continue to monitor the road to control dust.

Bloomfield Main Street from Corey to Wellington street is being rehabilitated.

The municipality is providing the following project updates from the past week:

Some portions of curb and sidewalk that were removed, were reinstated this week.

The project remains on schedule with work slated to be completed by mid-June 2026.

The following work is scheduled to take place from May 4 – 8:

Remaining concrete curb and sidewalk panels will be reinstated

Bloomfield Main Street project enters week five

The municipality is providing the following project updates from the past week:

  • Work to replace the last section of the storm sewer near the corner of Stanley Street and Bloomfield Main Street was completed this week.
  • Portions of curb and sidewalk scheduled for replacement were removed.

The project remains on schedule with work slated to be completed by mid-June 2026.

The following work is scheduled to take place from April 27 – May 1:

  • Portions of curb and sidewalk scheduled for replacement will be reinstated.

Additional information
Throughout the week, single-lane closures in the active work zone will continue. All businesses along Bloomfield Main Street remain open.
Driveways may be temporarily blocked during work. The contractor will provide advance notification to residents and businesses directly impacted by temporary driveway blockages.

Bloomfield Main Street project enters week four

Significant rainfall over the past week complicated maintenance of gravel road cuts along the Bloomfield Main project running from Corey to Wellington streets.

The municipality reports the contractor monitored the cuts daily. Maintenance took place throughout the week, often multiple times each day. Staff and the contractor will closely monitor the condition of the gravel road cuts and continue to undertake repairs if required.

The section of storm sewer located at Wellington Street has been replaced and a portion of the section at Stanley Street.
Most sidewalk panels marked for replacement have been left in place for now to limit disruption.

The project remains on schedule with work slated to be completed by mid-June 2026.

The following work is scheduled to take place from April 20 – 24:

Work to replace the last section of the storm sewer near the corner of Stanley Street and Bloomfield Main Street is expected to be finished on Monday, April 20. Because the work is taking place within the intersection, Bloomfield Main Street will be reduced to one-lane between Wights Street and approximately 200 m east of Stanley Street. Traffic on Bloomfield Main Street and Stanley Street will be controlled by flaggers or temporary signals.
Portions of curb and sidewalk scheduled for replacement will be removed.

County Transit update

Effective through Monday, April 20, northbound County Transit riders will NOT board the bus at the regular stop.

Riders are advised to wait slightly east of Corey Street, directly across from the glass shelter. Buses will pick up riders at that location, then travel north on Corey Street toward Belleville.

The glass shelter remains the southbound stop.


Bloomfield Main Street project enters week three

Bloomfield Main Street from Corey to Wellington street is being rehabilitated.

The municipality provides the following project update:

All but two sections of underground storm sewers have been replaced.
Over the past five days, the contractor continued to remove curbs requiring replacement.
Most sidewalk panels marked for replacement have been left in place for now to limit disruption.
Staff identified the maintenance of gravel road cuts for storm sewer replacement as a potential issue. Staff and the contractor will closely monitor the condition of the gravel road cuts and undertake repairs if required.

The project remains on schedule with work slated to be completed by mid-June 2026.

The following work is scheduled to take place from April 13 – 17:

Underground utility confirmation via vacuum excavation (also known as hydro vac) at the intersection of Stanley Street on Monday, April 13. This work may result in minor traffic disruptions and elevated noise levels.
The final two sections of storm sewer located at Stanley Street and Wellington Street will be replaced.
All remaining sections of curb and sidewalk will be removed.

Single lane closures in the active work zone will continue.

Bloomfield Main Street project enters week two

The Bloomfield Main Street rehabilitation project is one week on the books.

Contractor Drew Harrison Haulage Ltd., has mobilized equipment and materials, installed signage near five intersections as well as beginning construction activity which includes:
Identifying existing utility locates
Marking sections of sidewalk and curb to be removed
Saw cutting asphalt in preparation for storm sewer replacements
Removing sections of curb, sidewalk and storm sewer near the Corey Street intersection

The 1.0 km stretch of Bloomfield Main Street between Corey Street and Wellington Street is considered a “connecting link” between two provincial highways. The Province of Ontario is covering 90 per cent of the cost ($2,058,969) to resurface this section of road under the Connecting Links program. The municipal contribution is approximately $256,031 (10 per cent) to be funded from the Roads Construction Reserve.

Seven bids were received ranging from $1,447,410 to $2,313,214, with staff recommending the lowest bidder.

The following work is scheduled to take place from April 6 – 10:
Finalize installation of construction signage
Continue marking sections of sidewalk and curb to be replaced
Continue curb and sidewalk removals from the Corey Street area to the west
Continue storm sewer replacements between Corey Street and Stanley Street

Daily single lane closures will occur only in the active work area. Traffic will be controlled by using portable lights or flaggers. Two-way traffic will resume at the end of each working day.

Public parking remains available at the public parking lot at the Town Hall lot at 289 Bloomfield Main and the public lot adjacent to the Corey Street intersection. As well, public parking will also be available at the Emmanuel Baptist Church.

Driveways may be temporarily blocked during work. The contractor will provide advance notification to residents and businesses directly impacted by temporary driveway blockages.

The construction schedule, which is subject to change based on weather and other conditions, is as follows:

Week 2 – 5 (April 6 – May 1)
Storm sewer replacement and curb/sidewalk/boulevard removal continues west
New curb/sidewalk/boulevard starts at Corey Street and continues west

Week 6 (May 4 – 8)
Full depth asphalt milling begins at Corey Street and continues west
Fine grade road
New curb/sidewalk/boulevard continues west

Week 7 (May 11 – 15)
New decorative concrete boulevard
Pave base course asphalt
Temporary line painting
Adjust manhole lids

Week 8 – 9 (May 18 – 29)
Adjust manhole lids
Pave top course asphalt
Permanent line painting

Week 10 (June 1 – 5)
Miscellaneous asphalt repairs (driveways and boulevards)
Miscellaneous line painting

Week 11 (June 8 – 12)
Post-construction building surveys
Remove signage, traffic control and equipment (demobilization)

Weeks 12 – 13 (June 15 – 26)
No planned work
