Industrial wind turbines on MNR land?

The Ministry of Natural Resources (MNR) administers our Provincial Parks. Why does MNR allow Gilead Power Corporation to construct giant Industrial Wind Turbines (IWTs) on its crown land at Ostrander Point in Prince Edward County, when it does not allow IWTs in Ontario’s Provincial Parks? Shouldn’t the same regulations that keep IWTs out of our parks apply to other MNR land that is an internationally-designated Important Bird Area, located near where people live?
