Size matters: shocking to see council vote against review

Council has decided, on a close vote, not to undertake a review of Council size. I find this shocking.
Eighty percent of those who voted on the referendum question in last fall’s election want this review.
Because the turnout of eligible voters was less than 50%, Council is not legally bound by the results of the referendum.
It seems that those who voted against a review paid more attention to those who didn’t bother to vote than to those who did.
