Zoning changes suggested to help address housing issues

UPDATE: Committee of the Whole approved changes to permit smaller homes, adding a new residential zone and a reduction of existing standards to allow homes on smaller lots and a better mix of housing types.

It was pointed out Ontario’s Housing Affordability Task Force report released earlier this week includes such measures in its recommendations.

FEB. 9: Zoning changes to foster more affordable/attainable housing are being presented to council’s committee of the whole Thursday that suggest permitting smaller homes and adding a new urban residential zone with a reduction of existing standards related to lot size, setbacks and frontage.

“With this new zone, council will be signaling to the development community that alternative standards are seen as a viable planning tool, applied as a right instead of requiring Council’s permission,” states Michael Michaud, Manager of Planning, in his report for Thursday’s Committee of the Whole meeting.

“The report also reviewed the existing R3 zone with respect to apartment buildings. Staff determined that sites available for apartment building construction would be better served if the setbacks from streets and the rear lot line were reduced from the existing standards. The reduction in setbacks would permit more flexibility in siting a building on a potential site, particularly with respect to buildings being closer to the street.”

Councillors, in November, asked for the report reviewing the residential sections of the zoning bylaw as compared to the Ontario Building Code, and new zoning, following a joint report from the Prince Edward County Affordable Housing Corporation, the Development Services department (planning division) and the Community Services, Programs and Initiatives department.

Committee of the Whole meets online Thursday at 1 p.m.
